Does anyone have lega that feel like they are cement? My legs feel so heavy that I can barely walk.

Yes. I sometimes feel like the weight of my entire body is being carried below my knees. I also experience balance problems and exhaustion when that happens

I describe it as two toddlers hanging onto my legs as I walk

Yes, trying to ignore it and just walk steady as much as I can. I often try to jog it away, like it is just a feeling but I can move them fine. They come and go, very uncomfortable.
